The Committee on Political Subdivisions moves to amend the bill on page one, by striking out the title and substituting therefor a new title, to read as follows:
House Bill 2831 -- " A BILL to amend and reenact §7-1-3mm of the Code of West Virginia, 1931, as amended, relating to transfer of development rights; eliminating the five year ordinance waiting period; and providing that the transfer of development rights may be renewable. "
